    Organisational culture, trust, historic investment in early development, ‘being fair’, best practice

This call is just after the clocks change in the UK, i.e. we move from GMT/UTC to GMT +1. The post says that the commons.hour starts at 1800 UTC, which would therefore be 1900 in the UK on March 28th, and 2000 in Western Europe. Is that right? Seems a bit late. @mikemh
